In 2017, the city’s gross domestic product (GDP) was 1,859.538 billion yuan, calculated at comparable prices, an increase of 3.6% over the previous year. The quality of fiscal revenue continued to improve.The annual general public budget revenue was 231.011 billion yuan. Among them, the tax revenue was 161.171 billion yuan, accounting for 69.5% of the general public budget revenue, an increase of 9.9 percentage points over the previous year. From the perspective of main taxes, the value-added tax was 64.905 billion yuan, an increase of 42.4%; Enterprise income tax was 30.99 billion yuan, an increase of 11.3%; Personal income tax was 11.651 billion yuan, an increase of 20.4%. The annual general public budget expenditure was 328.216 billion yuan. Among them, social security and employment expenditure was 45.892 billion yuan, an increase of 21.4%; Expenditure on education was 43.529 billion yuan, up by 0.2%.
Supply-side structural reforms continued to deepen.Solid progress was made in de-capacity, with 3.8 million tons of crude steel and 1.75 million tons of pig iron eliminated throughout the year, and a number of "strip steel" enterprises were investigated and banned. The vitality of the private economy is constantly released.. Consumer prices rose moderately.In 2017, consumer prices rose by 2.1%, which was the same as that of the previous year. Service prices rose by 4.1%, driving CPI up by 1.7 percentage points. The ex-factory price of industrial producers rose by 8.4%, and the purchase price of industrial producers rose by 11.1%, up by 10.5 and 12.8 percentage points respectively over the previous year.

Agricultural production is basically stable.The total agricultural output value for the whole year was 48.367 billion yuan, up by 0.5%. Among them, the output value of planting industry was 25.493 billion yuan, an increase of 5.7%; The output value of forestry was 885 million yuan, up by 6.0%; The output value of animal husbandry was 12.243 billion yuan, down by 2.9%; The fishery output value was 8.474 billion yuan, down by 8.8%; The output value of agriculture, forestry, animal husbandry and fishery services was 1.271 billion yuan, an increase of 6.1%.

The development of modern urban agriculture was accelerated.Effectively improve the quality and safety of agricultural products, build 234 assured vegetable bases, complete the upgrading of 312 assured broiler breeding bases, and build 180 assured pork bases. The efficiency of enterprises has increased rapidly.The main business income of industrial enterprises above designated size increased by 5.3% and the total profit increased by 22.4%. Among the 39 industry categories in the city, 38 industries are profitable. The profit realized by the consumer goods manufacturing industry accounted for 15.3% of the city’s total, up by 22.0%, driving the industrial profit of the city to increase by 3.4 percentage points.
Production in the construction industry fell back.The total output value of the construction industry in the whole year was 426.235 billion yuan, down by 12.9%. The building construction area of construction enterprises is 152,312,300 square meters, of which the newly started area is 44,257,900 square meters. By the end of the year, there were 854 enterprises with special, first-class and second-class qualifications in the city’s general contracting and professional contracting construction industries, an increase of 140 over the end of last year.
Four, wholesale and retail and accommodation and catering
The added value of wholesale and retail industry in the whole year was 234.603 billion yuan, an increase of 5.1%; The added value of accommodation and catering industry was 30.91 billion yuan, up by 5.2%.
The commerce and trade economy has developed steadily.The annual sales volume of wholesale and retail commodities was 4,913.333 billion yuan, an increase of 7.1%. The total retail sales of social consumer goods was 572.967 billion yuan, up by 1.7%. The development of enjoyable consumption grew rapidly. Among the retail sales of enterprises above designated size, the retail sales of sports and entertainment products increased by 85.7%, cosmetics by 14.8% and gold, silver and jewelry by 9.6%. There are 60 wholesale markets with an annual turnover of 214.6 billion yuan.

The added value of transportation, warehousing and postal services was 78.04 billion yuan, up by 6.1%.
Traffic and transportation are running stably.The annual freight volume was 529.9242 million tons, including 347.2 million tons by road, 87.3493 million tons by railway and 83.4408 million tons by water. The cargo turnover was 193.994 billion tons km, including 39.802 billion tons km by road, 23.652 billion tons km by railway and 129.809 billion tons km by water. Passenger traffic was 192 million, down by 3.7%; Passenger turnover was 52.786 billion person-kilometers, an increase of 9.6%. Port cargo throughput was 501 million tons, down 9.1%; The container throughput was 15.069 million TEUs, an increase of 3.8%. New steps have been taken in international cooperation.Actively integrate into the "Belt and Road" construction, accelerate the construction of Tianjin China-Europe Advanced Manufacturing Industrial Park, and fully participate in the construction of China-Pakistan Economic Corridor. In 2001, 67 overseas enterprises and institutions were newly established, with Chinese investment of 3.324 billion US dollars. The construction of the Pilot Free Trade Zone has been solidly promoted.Reform and innovation continued to deepen, with 81 of the 90 reform tasks completed, 169 of the 175 institutional innovations implemented, and 10 innovative experiences replicated and promoted throughout the country. In-depth promotion of two-way investment facilitation, the actual direct utilization of foreign capital in the Pilot Free Trade Zone in the whole year was 2.803 billion US dollars, an increase of 12.1%, accounting for 26.4% of the city. We will comprehensively carry out pilot projects for parallel import of automobiles. Financial leasing maintains a leading position in the country, and the leasing business of aircraft, international shipping vessels and offshore platforms accounts for more than 80% of the country.
Eight, Beijing-Tianjin-Hebei coordinated development

The output of carbon fiber reinforced composites, solar cells, lithium-ion batteries, integrated circuits, service robots and urban rail vehicles increased by 29.3%, 27.9%, 26.6%, 14.2%, 3.5% and 2.3% respectively. The first A330 aircraft was delivered, the "Rainbow-5" UAV was tested, the construction of Tianjin metropolitan area network, the "Beijing-Shanghai trunk line" of quantum secure communication, progressed smoothly, and the general aviation industry demonstration zone was approved by the state.

XIII. Population, Employment and People’s Life
The total population is basically stable.By the end of the year, the resident population of the city was 15.5687 million, a decrease of 52,500 from the end of the previous year; Among them, the floating population is 4,982,300, accounting for 32.0% of the city’s permanent population. Among the permanent residents, the urban population is 12,911,100, and the urbanization rate is 82.93%, which is the same as that of the previous year. The birth rate of permanent residents is 7.65‰, the death rate is 5.05‰, and the natural growth rate is 2.60‰. At the end of the year, the registered population of the city was 10,499,900.

The scale of employment continues to expand.Take various measures to stabilize employment, continue to promote mass entrepreneurship and innovation, and continue to implement the training and welfare plan for millions of skilled personnel. The employment rate of fresh college students has reached over 90%. In the whole year, 489,500 new jobs were created, up by 0.1%, and the registered urban unemployment rate was 3.5%. By the end of the year, there were 8,948,300 employed people in the whole society. Among them, the primary industry employed 627,100 people, the secondary industry employed 2,909,000 people, the tertiary industry employed 5,412,200 people, and the tertiary industry employed 60.5%, exceeding 60% for the first time.
Residents’ income and expenditure increased steadily.We formulated and implemented 20 measures to increase residents’ income. The minimum wage was raised to 2,050 yuan, and the basic pension for urban and rural residents was raised to 277 yuan. According to a sample survey, the per capita disposable income of residents in the city was 37,022 yuan, an increase of 8.7%. The per capita consumption expenditure of residents in the city was 27,841 yuan, an increase of 6.6%, of which the expenditure on medical care, education, culture and entertainment, food, tobacco and alcohol increased by 18.1%, 12.0% and 7.8% respectively.
XIV. Social Security and Social Services
Social security capacity has been continuously enhanced.The national insurance plan has been implemented in depth, and the coverage of social insurance has been expanding. By the end of the year, the number of people participating in medical insurance in the city was 10,884,600, an increase of 216,800 over the end of the previous year; The number of people participating in the basic old-age insurance was 8,118,200, an increase of 383,200; The number of people participating in industrial injury insurance for urban workers was 3,953,300, an increase of 72,200; The number of people participating in unemployment insurance for urban workers was 3.113 million, an increase of 88,300; The number of people participating in maternity insurance for urban workers was 2,969,500, an increase of 119,900.
New achievements have been made in social services.By the end of the year, there were 1251 day care service centers (stations) for the elderly in the city, with 9892 beds; There are 198,400 low-income recipients (excluding rural five guarantees), 12 rescue stations and 8564 rescue services. Social service organizations providing accommodation have 53,900 beds, and various service organizations adopted 31,000 people at the end of the year. In the whole year, 8,402 disabled people were newly placed for employment.
XV. Environmental Protection
Green development has been vigorously promoted.Carry out centralized management of "scattered pollution" enterprises, shut down, ban and relocate 21 thousand enterprises in different places. Implement the comprehensive control of air pollution in autumn and winter. The number of days when air quality reached the standard reached 209, and the average concentration of PM2.5 dropped to 62 μ g/m3. We will continue to promote water pollution control, strengthen centralized sewage treatment in 60 industrial clusters, complete the renovation of 66 industrial sewage pits and ponds, and upgrade and transform 55 sewage treatment plants. The average sound level of road traffic noise is 67.7 decibels, and the average sound level of environmental noise in the central city area is 53.9 decibels. At the end of the year, there were 19 environmental monitoring stations, 1 national ecological demonstration zone and 8 nature reserves in the city, covering an area of 90,600 hectares. The green space rate in the built-up area is 33.46%, and the per capita park green space area is 11.48 square meters.
