In recent years, pet diagnosis and treatment in some big cities has developed rapidly, which has played an important role in facilitating urban pets to see a doctor, preventing the spread of animal diseases, and supporting the rise of pet economy. However, some pet diagnosis and treatment institutions have problems such as unclear price, excessive diagnosis and treatment, low price and high quality, etc., and the professionalism of pet diagnosis and treatment practitioners and the institutionalized level of institutional management need to be improved simultaneously. In order to meet the growing diversified needs of pet diagnosis and treatment, and promote the construction of a more perfect management mechanism for pet diagnosis and treatment, the Ministry of Agriculture and Rural Affairs and the General Administration of Market Supervision decided to carry out a special rectification campaign to standardize the order of pet diagnosis and treatment in some cities from October 2022 to May 2023 (hereinafter referred to as "special rectification campaign"). The relevant matters are hereby notified as follows.
I. Scope and objectives of work
Special rectification actions were carried out in Beijing, Tianjin, Shanghai and Chongqing, as well as in 20 cities with more than 200 animal clinics such as Shenyang, Changchun, Nanjing, Wuxi, Suzhou, Hangzhou, Ningbo, Hefei, Zhengzhou, Wuhan, Changsha, Guangzhou, Shenzhen, Dongguan, Chengdu and Xi ‘an. By carrying out special rectification actions, we will establish a cooperative supervision mechanism for pet diagnosis and treatment in agricultural and rural areas and market supervision departments, improve the standardization level of pet diagnosis and treatment, promote the high-quality development of the industry, build a dynamic supervision model that effectively prevents risks and effectively maintains market order, and improve the price management system with scientific pricing, reasonable price and clear price tag.
Second, the key tasks
(a) standardize the licensing and filing management. First, strengthen the licensing management of pet clinics. Focus on checking whether there are cases of engaging in pet medical treatment activities without permission, medical treatment activities beyond the approved scope, changing the place of business without re-issuing, and using forged, altered, transferred, rented or borrowed animal medical treatment licenses. The second is to strengthen the management of veterinary personnel filing. Focus on checking whether practicing veterinarians engaged in business animal diagnosis and treatment activities have been filed, whether they are ordered to suspend their practice, whether they are beyond the county where they are filed or the scope of practice. The third is to strengthen the management of basic information. Focus on checking whether the number of registered personnel does not match the actual situation, and the information of animal diagnosis and treatment license can not be queried in the "veterinary health comprehensive information platform" or not updated in time.
(2) Strengthen the supervision of diagnosis and treatment. The first is to strengthen the management of disease prevention and control. Focus on checking whether pet clinics implement health and safety protection, disinfection, isolation and disposal of medical wastes in accordance with the regulations, whether there is any situation that they no longer have the required conditions to continue to work, and whether the illegal operation of practicing veterinarians has caused or may cause the spread and epidemic of animal diseases. The second is to strengthen the management of medical records prescriptions. Focus on checking whether pet clinics keep medical records in accordance with the regulations, whether practicing veterinarians do not use medical records or do not prescribe according to the regulations, and issue false certificates of pet diagnosis and treatment. The third is to strengthen the management of veterinary drug use. Focus on checking whether there are any illegal acts in pet clinics, such as counterfeiting, shoddy, and passing domestic products off as imported products. At the same time, it is necessary to check whether pet clinics and practicing veterinarians have failed to use veterinary drugs according to regulations, failed to establish veterinary drug use records according to regulations, or the records are incomplete and untrue. The fourth is to strengthen the supervision of the price of medical services. Focus on checking whether there are price violations such as not clearly marking the price according to the regulations, increasing the price outside the price, implementing price fraud by means of false discount, unfounded price comparison, low elevation knot, etc.
(3) Strengthen the publicity of the legal system. The first is to strengthen legal publicity. According to the characteristics of pet diagnosis and treatment activities, we should take effective measures to strengthen the publicity and implementation of laws and regulations such as People’s Republic of China (PRC) Animal Epidemic Prevention Law, Regulations on Veterinary Medicine Management, Measures for the Administration of Animal Clinic Institutions, Measures for the Administration of Veterinary Practitioners and Rural Veterinarians, and enhance the awareness of practitioners in preventing and controlling animal diseases according to law and engaging in pet diagnosis and treatment according to law. The second is to strengthen system construction. Supervise and urge pet clinics to establish medical records, prescriptions, medicines, surgery, hospitalization and other medical management systems according to regulations, and publicize animal medical treatment licenses, veterinary qualification certificates and supervision telephones. The third is to strengthen industry self-discipline. Support veterinary trade associations in accordance with laws, regulations, rules and articles of association, improve industry norms, promote honest management, and publicize animal epidemic prevention and veterinary knowledge.
Third, the work steps
(1) Mobilization and deployment stage (before November 30, 2022). In accordance with the requirements of this notice, formulate specific implementation plans in combination with the actual situation in the region, and do a good job in the professional training of supervision and inspection personnel; On the basis of the self-examination and rectification of the work of practicing veterinarians, the basic information of pet diagnosis and treatment should be carefully verified to ensure that the base number is clear and the situation is clear.
(2) Centralized action stage (December 1, 2022 — April 30, 2023). Organize the special inspection of pet diagnosis and treatment, ensure the full coverage of the supervision and inspection of pet diagnosis and treatment institutions and practicing veterinarians for the record within the jurisdiction, and deal with the illegal acts found in a timely manner according to law; Simultaneously carry out publicity and popularization of the legal system, and guide pet clinics to improve their internal management system according to law; Support and mobilize veterinary industry associations to deeply participate in special rectification actions, and promote the self-discipline measures of relevant industries to take effect as soon as possible.
(3) Consolidation and promotion stage (May 1, 2023 — 5th, 20th). Comprehensively summarize the development of special rectification actions and institutionalize effective experiences and practices in a timely manner; For the problems and weak links found, we will implement rectification measures, improve the normalized supervision mechanism, and consolidate the effectiveness of special rectification.
Fourth, safeguard measures
(1) Strengthen organizational leadership. It is necessary to raise awareness, attach great importance to standardizing the special rectification work of pet diagnosis and treatment order, clarify the division of work, implement specific responsibilities, strengthen the guarantee of conditions, and ensure the effectiveness of the special rectification action.
(2) Strengthen publicity and guidance. It is necessary to vigorously publicize the development of special rectification actions, promote the good experience and practices of standardizing pet diagnosis and treatment, and guide relevant subjects to standardize their practice; We will handle complaints about clues related to channels such as 12345 and 12315, listen to the opinions of the masses extensively, and support the public and the news media to participate in supervising pet diagnosis and treatment activities.
(3) Strengthen the submission of information. Provincial agricultural, rural and market supervision departments should timely summarize the development situation and existing difficulties of special rectification actions, clarify the next work measures and suggestions, and submit the summary of special rectification actions and the Statistical Table of Special Rectification for Regulating the Order of Pet Diagnosis and Treatment to the Animal Husbandry and Veterinary Bureau of the Ministry of Agriculture and Rural Affairs, the Price Supervision and Inspection Bureau of the General Administration of Market Supervision and Anti-unfair Competition Bureau before May 31, 2023.
